Grandstream GXW4108 with Mitel SIP Extension to Valcom Paging

I am connecting a GXW4108 to a Valcom V2003A 3-zone paging unit with a Mitel MiVB controller.
I have configured the SIP user account on the PBX EXT 1000. The extension shows that it’s registered.
When I call it, it shows “BUSY” no matter what I do.

We’re only using port 1 on the device and it’s connected to the Valcom V2003A as the Valcom is configured as a trunk line and gives their funky dial-tone.

The Network Status / PSTN Networks shows “not connected” for all of the lines.

I’m unable to get this to work and would like some guidance from someone that may have done this before.

We are ordering a Valcom V9972 or Grandstream HT813 to make this work, but I'd be super happy to get the GXW4108 to work.
 
According to the Grandstream website, the GXW4108 is an FXO gateway, so how in the world do you have it configured as a SIP extension? It's a trunk-side device so you'd have to program it as a SIP peer.
 
@Lundah - I appreciate the help.

Under the Accounts/User Account, configured the number of channels 1-1, SIP user account, Authenticate ID and password. This registered to the PBX as a Generic SIP user. The PBX shows this user account as registered. It unfortunately won't accept a call - I believe this is because the port is not getting correct voltages from the "Carrier".

I have configured something very similar with a Grandstream HT503 - FXO port configured as a Generic SIP to the Mitel system and this FXO connection is connected to a similar Valcom paging unit that requires a Loop-start trunk.

where is the carrier involved in this scenario ?

the only voltages would be between the GXW and the Valcom - nothing can be done on the mitel side to affect that ?
i think you might need an ATA instead ?

I got this to work!
I connected a line cord from the HT503 FXO port directly to the RJ11 port on the Valcom and it worked!

I do have an odd issue though. The Mitel 6920's work fine to this. The Mitel 6940's won't break dial-tone to select the paging zone 1,2,3 or 4(all zones). The Valcom book shows zone 1 can be selected by using 1 or 5, zone 2 can be selected by 2 or 6, zone 3 can be selected by 3 or 7 and all-zones selected by 4 or 8. These buttons aren't working on the 6940.
