On the client machine, I ran the command gpupate /force , but that does not update the policy from the server. What should be configured to allow the client to get the policy?

 
The client has to be in the proper OU that the Policy is in for the policy to be in effect. The gpupdate/force indeed does update the policy appropriate for that computer/user from the AD.

I created a local policy with the command gpedit.msc, would that have prevented gpupdate /force from taking effect?

 
gpedit.msc would only apply for a local policy. As long as the computer and user are part of a domain and an OU that has a GPO applied to it, then gpupdate/enforce would enact that policy ont he local system.

How do you restrict users from loggin on more than one computer at a time?
