GPTS protocol question

I can't figure out how to determine if a frame relay packet is destined for the GPRS "Network Service" layer at the Gb reference point. From GSM 8.16, my understanding is that NS will be over Q.933(nlpid 0x08), and if so, the 4 bytes following nlpid should identify the NS layer, but I have found no document detailing this. The Frame Relay forum and the etsi docs don't seem to define this. Please help.
