GPO with Terminal Server

I have set up a GPO under default domain policy a few intranet sites and trusted sites. It works on the computers on the network.
i have 2 TS servers,
1. Windows 2000 it works
2. Windows 2003 it doesnt work
on my windows 2003 server it only works for admin accounts/rights..it doesnt work for users.
 
I take that back, it doesnt work for the neihter TS servers. unless you are domain admin
 
Standard operating procedures dictate you should only include password policies in the default domain policy.

Create a new GPO and apply it to the TS boxes and users using the loopback.
