GPO - Trying to add a single icon to the Kiosk Desktop

Hi, I'm attempting to add a single icon to the desktop of a kiosk user.

I started with the "Kiosk" user policy and the "Kiosk" machine policy. I enabled Active Desktop and I added the local URL of the link I wish to add to the desktop. I also specified a local URL for wallpaper. Neither change takes effect, and I have a feeling it's because another policy is superceding my "Enable Active Desktop" policy.

Any hints would be appreciated!

Oh, a few more details:

"Disable All Items" within Active Desktop is Disabled, and "Hide and Disable all items on the Desktop" is also Disabled.
