Just apply the Group Policy settings here....
User Configuration\Administrative Templates\Control Panel\Display
Screen Saver - set to enable so that the screen saver will run.
Screen Saver executable name- set to enable and specify a screen saver executable name such as logon.scr, this will accomplish your goal of greying out the option of changing the screen saver.
