GPO not being applied

I have created a GPO and linked it to an OU I created called "Desktops" which contains a group of computers. The GPO consists of a Logon script and a Logoff script. What I want is that whenever anyone logs into these computers it will run the logon script and when they logoff it runs the logoff script simple enough. It seems to work fine this way on my Win2000 terminal servers but this doesn't seem to work on the machines in the "Desktops" OU. The script doesn't bomb out and I have tested that it does work on the platform of the machines, but when I run the Group Policy Results wizard it states that the GPO is "Denied" because it is empty, which ok, yes it is in the Computer Settings Section but in the User Settings section I have defined the logon and logoff scripts. All the machines in the "Desktops" OU are XP machines.
 
you need to set the loopback policy so that the logon script defined in the policy at the desktops OU, where users probably dont reside I'm guessing, so the users apply a user policy not set at an OU level that have typical interaction with.
