GPO not applying IE Security Zones or Content Ratings

I am running a win 2003 dc with active dir. Everything is updated for 2003 and all of my workstations are win2k or xp.

The problem I am having is that whenever I try to modify the user's settings under

User Configuration / Windows Settings / Internet Explorer Maint. / Security Zones and Content Ratings

The message "You have chosen to import settings that are only compatable with Windows Server 2003..." Anything I do here doesn't seem to apply to any of my client machines.

Is there a different way I need to apply an IE security policy?
