GPO help

I have set up a GPO to have a few sites as trusted sites under IE, but it will not work on my TS2003 server nor on any 2003 server.
It works on all xp machines, on 2000 machines but not on window2003 server.

My main concern is to get it to work on my TS2003 server machine, so i created a seperate OU and moved the ts2003server to that OU, still the same trouble.
PLEASE HELP!!ANY IDEAS?

do "Authenticated Users" have "Read" and "Apply Group Policy" permissions over the GPO?
