GPO for software and admin rights?

Hey guys,
If I have machines with the citrix client installed. As standard users they cannot make connections, so they need additional rights to that program and some registry keys. Can these additional rights be given through AD with a GPO?

In the GPO \Computer Conf--Win Settings--Security Settings\ there is 2 sections File System and Registry. Here you can give specific/elevated rights to users as needed.
