Hi all I have configured a time GPO to configure every server/workstation (except DC) to receive their time settings from our DC.

The GPO is working on the windows XP/Vista/7 clients but it is not working on the 2003/2008/2008R2 member servers.

I have run gpresult /r on the member servers and it shows the following result

"The following GPOs were not applied because they were filtered out

Time sync
Filtering: Not Applied (Empty)

Any help as this is confusing

In theory, there is no difference between theory and practice. But, in practice, there is.

Check to see if they are in a different OU with block inheritance turned on.

It could also be a WMI filter on the GPO link or security permissions.

Any particular reason why you would do this? By default Active Directory handles time synchronization between all PCs and servers. Client PCs will sync with their authorizing DC, all DCs will sync with the DC who holds PDC emulator, DCs in child domains sync with DCs in the parent, etc. There should be no need to manually configure who domain computers sync with. All you need to do is configure the PDC emulator at the root of your forest to sync it's clock with an authoritative time source (like time.windows.com, or tick/tock at the USNO, etc).
