GPO & 2003 & XP & 2000 Pro Allow users to change Network settings

Hi all.

In my organization I have a 2003 AD. Workstations are XP & 2000 Pro.
XP workstations have local group "Network configuration operators" that allow users change the network configuration settings.
Question is how to allow users on 2000 Pro workstation change LAN connection settings and users isn't in local administrators group?

Any help, please.
