gpedit.msc - how to unlocked folders?

Hello,

I would like to add a user to the "Debug programs" using gpedit.msc; however, the folders leading to "Debug programs" are locked. Must have been locked by previous STIGing (or OS hardening) on the server.

How do I unlock the folders so I can add "Debug programs"? Thank you.
