I try to email to this person but I get the below message very time I send. Could you please help? Thanks.

COntact them in another way, Hotmail ,yahoo, telephone? ...
Ask why you are blocked, that will solve that issue.
You could be relaying, or, they could be falsely blacklisting you.
Ask them, we cannot tell you that.
