Got Dongle-Cord for 4000R, no kb or mouse response

I got the reference from I.B.M. and got the dongle-cord from a Boulder, CO company. Unfortunately, the ps/2 keyboard and mouse won't work so there is no way to boot the system (after POST). In addition there is some kind of LOUD alarm from the MB that makes it tough to troubleshoot. Anyone got any ideas?
 
What are you attaching the dongle to and from? I don't know what you are connecting to!

Type of connection? Dumb Terminal or Computer? AS/400? What version? J.R. Juiliano

Well lets see, did you get the 4000R from uBid or another auction house. We tried that route (uBid) and got a 4000R that would not boot pass the POST and thats with the KMV plugged in, bad motherboard. We couldn't get it to boot from the CD drive either. The loud and constant beeping is from the hard drive, which was bad in ours and probably in yours. We sent it back for a refund. Not worth the time or effort.
