Google - search pages from "country"

When you go to google.ie, google.co.uk etc or one of the country TLD sites for Google, and select pages from ireland, or whatever country - how does Google decide what country your site is from? Does it use the TLD or content or ... ???

I've done a search on google.ie to see if all the results are from .ie domains but some are from .com ones also. Can anybody help?
