I'm new at CSS and not sure what's good out there as far as books to read or CD's. Any tips on what to buy would be nice.

There is an abundance of online documentation. The w3c specs should be your best resource.

Also -- as sort of a rule of thumb -- Mozilla/Netscape 6+ is usually right when getting different results than IE/Win. Netscape 6/Mozilla have the best CSS support right now.

As for books I would reccomend the Denifitive Guide to CSS By Eric Meyer. (The O'Rielly Book).

I have heard it is very good.
