Good tool for optimizing Oracle 9i stored procedures

I have been asked to review performance problems on about two-dozen Crystal XI reports.

Upon investigation, each report is based on an indiviual Oracle 9i stored procedure written with PL/SQL.

The stored procedures are complex/slow/buggy and are taking many minutes to return any data - sometimes driving the Oracle 9i database to a crawl.

There's not much DBA help here - so I am wondering if anyone knows of a good third-party tool for optimizing Oracle 9i stored procedures....?

Perhaps T.O.A.D.( can use its code expert and other features to analyse the issues but first use the Explain Plan facility of Oracle to see what the SP is actually doing and, by examining that, see if something as simple as Indexing key fields will help.
