GMT To Local Time

I have a report with a Date/Time field that displays an events timestamp. This time is in GMT, however, and I need to display it as local time, taking into account the difference between standard time and daylight savings time. It seems to be a rather simple matter of subtracting the appropriate offset from GMT to get local time. Is there a way to determine whether the local computer is currently using standard time or daylight savings time from within the report?
