glowing bright ligts w/ link

how would u make the bright light going down the middle? and those small little curved whisks of the light around it?.. thanks

this looks like a multi layered effect using blending modes.

try a gradient effect over a deformed grayscale cloud with some layers that have some random blur efects.

Have a play about with the blending modes for each layer.

add some brush strokes for the curved whisks as you put them.

Also, some 3D packages have particle effects that look a little like this, so it may not have been created entirely in Photoshop.
