Is there a way to globally enable MWI for all users ?

In AD, on the MM tab, clicking Advanced, Message Assistant, by checking the box for Allow Message Waiting Indicator enables the user to use MWI.

However, for the feature to actually WORK, in Subscriber Options, on the Assistant Tab, Message Waiting Indicator must be checked and the Message Waiting Indicator Rule must be checked.

Question: Is there a way to check ALL THREE boxes when using the vmenable tool?????

There is a tool that you may be able to obtain from Avaya called mwienableall or if you have an Avaya BP they may be able to provide the tool to you. Otherwise there is no way to do what you are requesting.

I'm not sure where it lives exactly, but our vendor made a registry change on the MAS which enabled all 3 for us by default.

That isn't possible. The registry on the server would only tell it how to interpret the MWI rule if there wasn't one. but the feature would have to be an enabled feature for the subscriber #1 and #2 be turned on within their subscriber options.
