Global variables - are they a serious defect?

Hello,

I am writing a short piece for study purposes.
Subject is: In COBOL all variables are defined in data division, that is, they are global. This is considred to be a serious defect of the language. Why?

Would appreciate if anyone could direct me to reference materials that cover this aspect of COBOL. Understand basic problem with defining variables at global/01/public level, but looking for specific references to COBOL language.
