Is it possible, and how would I complete it, to build a Global Speed Dial that could match my existing Nortel global speed dial? I need to have a transcription line be dialed by (*881), which would dial an 1 877-XXX-XXXX.

call manager does not have system speed dials only personal. As a workaround you can use translation patterns. In your case the pattern will be *881 translated to the toll free number.
 
So, I'd have to set up a translation pattern for/on each telephone that needs to dial the transcription line?

When you do this, you need to think long term. Set up a dialing pattern that will not interfere with any other dialing you might have set up, ie *88001, *88002, *88003 and so on. This will give you 1000 entries to use, with the same basic access.
You could set it so all users have access to *88xxx then give the execs *87xxx, Finance *86xxx etc until you cover all groups that might have their own needs.
