Global password policy isn't working...

I have a domain-wide password policy in place which requires users to change their password every 3 months. I just put this in place in November, so this is the first time users have had to change their passwords. When they are warned that their password will change in 14 days, they click yest to change their password. After making the change, it doesn't work. It gives the message, "The password on this account cannot be changed at this time."

In addition, there are a couple of user accounts that I would like to have their passwords never expire. How can I do that while maintaining the policy for the other users?

We experience that within my company. Sometimes they would get the domain is not available as well. You would need to go to the individual groups they belong to and set it their or you might have to do it the old fashioned way, manually.
