Global IME and Sysprep

I have quite a few machines that need I need to image (Symantec Ghost) with Windows 2000 and have Global IME installed with several different Input locales and keyboard layouts. Unfortunately sysprep strips out all of the Regional Settings on the machines leaving me with no Global IME. There are a lot of these machines so I would like to either prevent sysprep from deleting these settings or somehow automatically load them back. Any ideas?
 
I think it is possible combining Unattend.txt with Unattend.udf, but that is on a cd install, not sure about sysprep, i'm having problems with sysprep too.
