We are having a problem with users GAL not updating the list with new users. When we are in cached mode they dont see the new users, when we undo the cached mode we see everyone. However with cached mode you need that for junk mail safe senders list right?

Yes this is a known issue when Cache mode is enable. Disable it, it is not good anyways. I wonder if SP1 will fix.
