Global Address Book w/o Exchange Server

I have been saddled with a task of making a global address book for my company that can be accessed through the Outlook 2000 email client. I would like to put it on our main (and only) server (windows 2003) that acts as the domain controller as well. First off, is there a way to do this? If so, how? I have search online and found nothing but dead ends. All I need to do is make an an address book everyone can connect to and use, they do not need to edit it. Please if you have any idea, let me know.

Do a search for LDAP (lightweight directory access protocol). There are several software providers and it should work with most systems.
