GL YEAR CHANGES LOCK UP SYSTEM

hello:
I have users that when they are working within GL, and they try to go back to say last year (2004), the system will not let them. Once i have totally re-booted the server, it then allows them access to the previous years data. MAS200 is version 3.71, the workstation is W2K, fully patched. Any suggestions??
