Giving users access to Downloaded Programs Folder (activex)

Is there anyway to give users access to the "Downloaded Program Files" in C:\winnt? We use activex controls for our intranet and our users can't download the new versions. I have to sign on and load it for them and then log them back in.

if your on a win2000 domain use a group policy, should be able to set active x control permissions in there...i assume this is to get to an intranet web page
