Giving user installation rights/Windows 2003 Domain

What other alternatives do I have besides giving users local admin or domain admin rights for installing software?

Backround:
Our new admin system is web based and interacts with MS Office to download reports into Excel, letter's to Word, etc... We download these utilities via a .msi file. Often these utilities are updated with fixes to bugs and other issues so they need to be re-istalled. I placed our Domain in a GPO for security issues and no-one has local admin rights. However because of this, each time these utilities are updated I need to interact and install making it very difficult and time consuming. What other options do I have?

You can set the always install with elevated privileges group policy in

User Configuration\Administrative Templates\Windows Components\Windows Installer

AND

Computer Configuration\Administrative Templates\Windows Components\Windows Installer

This can reduce security though . . .
