Giving folder sharing authority to the domain users over w2k pro.

It is from my understanding that, power users/administartor rights is needed over windows 2000 professionals for giving folder sharing rigths to the users.
In our case we have domain users and we don't want to give them power user rigths and let them to share their folders. Is there any way to accomplish this issue?
 
By default, users have full control over there folders, the only way to do what you want is to remove this permission and try some of the others....like read write modify, see what happens.

Thank you for your reply. But i think don't mean sharing permissions.
Our problem is :
We have a domain and we have domain users. Every domain user can be able logon to domain from windows 2000 pro. computers. All computers are domain members.
If we don't give power user rights over windows 2000 pro. computers one by one, user can't be able to share folders. (hidden sharing menu item on explorer window) For this case users can be able to damage windows 2000 pro. computers.
I checked group policy settings. I let Domain Users to Create permanent share objects under UserRight Assignment but nothing changed.
