give PowerUsers full control of local disk E: 2

I'm running XP Pro. Even the member of PowerUsers is unable to create a folder on the local NTFS volume E: (not system)

How can I grant this kind of access? I can't find the permissions dialog I'm used to for this disk (as well as other disks)
 
What file system is this disk formatted with? Is it NTFS?

Do you have "Use Simple File Sharing" unchecked in Folder Options/ View? This will allow you to see the Security tab, and then set permissions.
