We want to configure a host (the CEO) priority on the LAN/WAN for all traffic for his PC, we have multiple VLAN's and our connection between NY and FL is 5GB we all cisco equipment. We are not running VoIP on our network, i was thinking of some sort of QOS and give a higher priority to this host only, how can I acomplish this any ideas?

You would need to set up an access-list with the CEO's ip address and then give him custom queing. You should be really carefull about doing custom-queing though, because you may hose up some other time sensitive apps without realizing it.
