Getting the Tools/Macros/ Security Option

I have a user that is using Access 2002 and it does not have the Security option under Tools -> Macros.

I remember there is a way to get it on the menu. Does anyone remember how to do it. My user is going nuts with the macro warning each time the database opens.

Does anyone have any idea how to go about this, or the only solution is to upgarde to Office 2003?
