What's the best way to get the time, including milliseconds into my application.

GetSystemTime/GetLocalTime will retrieve the time in a structure that has also the milliseconds included
GetTickCount API function will return the number of milliseconds from midnight. by making some diferences you can find out5 the milliseconds elapsed.
