Getting shocked off of handset connected to a home phone line

Ok, Here is the problem at hand.
This is a family member's home phone that I have been asked to look at.
They claim that they have been getting shocked while using the phone.
The problem began after replacing the phone with a newer telephone.
I recently replaced the phone with an older model phone thinking that it may be
bad wiring with the new phone. No complaints since then but if it were to
continue, what would be some of the things to look for?
I was thinking proper grounding at the DMARC perhaps but just wanted to get some feedback on here
 
This is a common issue, it is static electricity. The phone isn't shocking the user, but rather, the user is shocking the phone! Some handsets are more prone than others. By summertime the problem will be gone, but it will come back next winter. There are some anti-static fabric sprays that are said to provide a benefit. Or if the user grounded themselves before using the phone. I know that it sounds silly - but we've dealt with this for years and years.
