Getting rid of "New" option when right-clicking the desktop

I'm trying to lock down users' accessibility to Windows explorer. I've been fairly succesful thus far, but when a user right-clicks their desktop and selects New Shortcut or File, they gain access to the local & network drives. Does anyone know how I can disable The "New" option from that menu?
