Getting Netscreen NS5GT to take new VPN Settings

I'm trying to change our VPN encryption to AES128, but when I try to change the Phase 1 Proposal setting on the NS5GT, the new setting doesn't take.

I'm:

Going to VPNs > AutoKey Advanced > Gateway > Edit
Clicking on the Advanced button at the bottom
Leaving Security Level at "User Defined" / "Custom"
Changing the first (top left) Phase 1 proposal setting, and leaving the rest at "None"
Clicking the "Return" button at the bottom
Clicking the "OK" button at the bottom

However, if I go back to the VPNs > AutoKey Advanced > Gateway > Edit - Advanced page, the previous setting is there - I can't change it!!

In desperation, I've tried disabling the firewall policy that's associated with the VPN, but that didn't help.

I am able to change the Phase 2 proposal in the VPNs > AutoKey IKE > Edit - Advanced page.
