getting error when trying to boot up pc

I have windows 98SE and recently I accidentally shut the power off to the computer when it was still shutting down.This was before the screen came up that says its okay to shut the computer down.When I tried to boot up the next time I get this error message

Sounds like the PC was writing to the 'C' drive when you switched off.

Assuming you can get to a point where you can access the 'Start Menu' select:

Start Menu
Programs
Accessories
System Tools
Scandisk

Press the "Thorough" button and start.

The companion utility that also IMHO needs running: defrag.
Nothing seems to help a computer more (other than a total wipe and reinstall) than a proper degrag.
