getting error 751..

I have a user attempting to log into our company via vpn over there network lan which is a netware server. When he attempts to connect through vpn, he gets Error 751: The remote computer refused the VPN connection. Please try again latter. If this problem persists, check with your network administrator. I was unable to go to a link that was already in the forum. Any help would be much appreciated
