getting container level search control to work

I administer the exchange server for a corporate office with several branch offices. The branches are not a part of our network and all have their own e-mail addresses, and I have set them up as custom recipients in a separate container. Now I want to restrict access to these recipients from our network. I want to make these visible to some groups while not visible to others.

I have followed the instructions found in MS article Q182902 setting up Address book views and setting permissions on them, but when logged on as a restricted user I can still see everyone in the Global Address List, even though selecting the appropriate Address book view works properly. Is there any way to force these permissions at the GAL level? I assumed that this method was the way, but it just is not working as advertised. Any help would be greatly appreciated.
