Getting Apche to display CGI Files (DESPERATE)

I need to make cgi files on my computer. i will be programming in perl. i have a perl interpreter. i want it so i can have a script i make display like a webpage , without being online. Sort of how you can work with MS explorer in making html files offline. i want to make cgi scripts that work and can run a simple task, and display the results in html( im trying to make a online text game). If some one could please tell me what i need to do to get that to work , it would be great.
