Getting an error ""All network licenses are in use"

I am getting an error when opening a report file in my workstation like "All network licenses are in use. You will be able to run Seagate Crystal Reports when a user leaves the program.". I tried opening only one report. Normally when you try to open two instances of CR, you get this error.

Can any one explain why this error is.. Thanks is advance.
