Gets a 192. address when trying to lease I.P.

No router involved.
Phone cable goes straight from the wall to the to the dsl modem.
Modem goes straight through to the PC.
I was told someone on my isps network may have a hub installed backwards and the PC picks the 192 address up from the backwards hub.
Even if this scenario is true how can I force it to lease an address from our pool?

This happens when using the winipcfg gui or ipconfig.
Any suggestions?
 
Are you sure that you don't have a network card with a 192.0.0.0 address. Using winipcfg or ipconfig will only renew local addresses, not those on your modem.

Can you do an ipconfig /all and post it here?
