Get netlogon error in Event Viewer

I got an error NETLOGON with EventID 5791 in the Event Viewer of windows xp. The description "No Domain Controller is available for domain XXXXXX due to the following:
There are currently no logon servers available to service the logon request. .
Make sure that the computer is connected to the network and try again. If the problem persists, please contact your domain administrator.

without sounding silly, is the pc connected to the network ?

Yes. User can log on a computer. But when he tries to open applications that connect to our server. He got error regard to out domain controler. He can view other servers and workstations on network browser, but not our primary domain controller. He got something relating to permission and access denied.
