Get Invalid DOS Path Atempting to Add User

I get the message "Invalid DOS Path" when I try to add a user. VSS creates the user's folder and the user.txt entry, but no .ini file is in the user's folder and the user does not appear in the list of users in the admin GUI. I've tried everything I can think of and am stumped. Any ideas?
 
This is a cut and paste from another site, but it should solve your problem...

After a bit of searching online, I found a link to wherein I discovered that I was missing a file named 'Template.ini'. Upon creating this file, everything worked peachy. The question I have now is this: How did I come to be missing this file when I've created users in the past?
 
That's it! Bingo! Now why didn't I think of that? Oddly, I scoured the MS Knowledgebase and now I can see why I couldn't find the item. Surely with all their resources, Microsoft could provide better indexes and keyword searches.
