Get/change error in Bank Rec

I have a user that gets the following error when they try to do a bank reconciliation on a check book

A Get/Change next operation on table 'CM_Transaction' deadlock was detected.

Hitting the "moreInfo" button reveals...
[Microsoft][ODBC SQL Server Driver][SQL Server] Transaction (Process ID X) was deadlocked on thread | communication buffer resources with another process and been chosen as the deadlock victim. Rerun the transaction.

We have run checklinks. We rebooted everything know to man. We have added the line in the dex.ini SQLDeadLockRetries=5000 nothing seems to fix this.

Does anyone have any suggestions of what to try next?
