get busy signal when I dial 911 1

I have opt 11 rel 23. I have 1 ground and 1 loop start. Both test good from Qwest. These lines use a Viking and a Dees Power fail. If I dial 911 I get a busy. If I dial 9911 call goes out the Point to Point T1. If I dial the ACOD I get a busy. I can hear the TRK card switching. Any suggestions?
 
program 11 as spn in pbxand send it to rli you are going to build. in ld 86 build new rlb at LTER say yes and send it out the route you want it to go out.
 
You will also -- most likely -- to use a dmi table to insert a 9 so pstn sees 911 coming from pbx.

YOU MAY WANT TO TRY THIS
Stop misdials to 911/9911 using SPN, FLEN and SDRR. In the following example, callers dialing 9911 will route to the 911 center. However, if they dial 9911 + any additional digits) the call will be blocked. DANGER - Test this out on your switch. There is a slight delay before ringing 911. Note - if SPN is "11", FLEN must be 3
