Geographic mapping-"Drill down not possible"?

A world map, built with CR-8.5 is published to CE-8.5. When viewing the last instance and attempting to drill down on a country detail I am getting random success. Some countries drill down ok, others result in "Drill down not possible (On cache/page server..)". Some countries (e.g. China) do both!! with left hand side ok and right hand side not!
Any suggestions welcome.
