Generating a pop up for random visitors to link to a survey

today I had a wonderful idea, using a random algorithim I would like to generate a pop up for some but not all visitors that linked them to another page the included a survey about my site. how would you guys go about doing this... if it can't be random i guess that ok.

I guess this would be pretty simple but i have NO idea.
